Public sector reforms

For more 20 years, PSI Consult has been working with government ministries, departments and agencies (MDAs) on implementing public sector reforms and institutional capacity building of public sector bodies to make them more efficient, accountable, productive and responsive to the needs and demands of their citizens. We provide a wide range of consultancy services include restructuring of MDAs, institution building, accountability, public sector management, policy design and delivery. We provided long term support to the decentralisation of education administration in Zambia. In Zimbabwe, we have worked with public sector and quasi-public organisations such as the Parliament of Zimbabwe and the Judicial College of Zimbabwe on their organisational development strategies. In Uganda, we conducted the institutional assessment and developed the human resources development strategy for the Plan for Modernisation of Agriculture Secretariat and advised on the restructuring of the Ministry of Agriculture.

Beyond institution building, we also offer consulting services to inform and strengthen public and private partnerships to deliver more innovative solutions to protecting essential public service delivery frameworks through research and dissemination of learning about public sector reform, best practice, current trends and leading thinking. We also provide training and development services to MDAs by collaborating with academic and professional institutions to design and deliver bespoke training programmes which are tailored to their specific needs and requirements. Our consultants bring a wealth of experience and expertise of working with MDAs, international bodies and development partners covering the following areas:

  • Rural Integration (using agriculture, business incubation and others);
  • Programme design and development including multi-year planning, programme implementation, monitoring and evaluation;
  • Design and development of organisation management systems and processes including the development of operational manuals/ guides, policies and procedures;
  • Institutional development and all the requisite analysis and skills development implications.
